Why do I get a Microsoft VC90.CRT error when I install

When I try to install the AWR Design Environment I get an error "Microsoft VC90.CRT , version="9.0.30729.5570", type="win32", publicKeyToken="1fc8b3b9a1e18e3b",processorArchitecture="x86"" error.
This error ocurrs after certain windows updates have been installed and the machine has not been restarted before trying to install the AWR Design Environment. To solve this issue, restart your machine so the Windows updates can be applied and try re-installing the AWR Design Environement.
