How to change units in Momentum layout while taking care of scaling?

The method suggested here does not take scaling into consideration.
e.g. 10 mils would read as 10 mm after changing units for the library in question, and not 0.254 mm as needed.
Use case: I have an existing layout in mil and would like to convert it to another unit e.g. mm.
