Creating a component

I need to create a component that contains analog and digital pins (basically its a digitally controlled phase shifter from a well known IC supplier). The 24 pin 4 mm PQFN IC is not in the component library and the supplier does not seem to have a design guide. They do supply the s_par file for the rf_in and rf_out. Is there a component creation utility in ADS or what part of the user documentation describes the process from schematic symbol creation to layout footprint . (I do not need to simulate the digital part of the IC - my main objective is to create a layout for the entire PCB in ADS)
